Dion Killiby
Managing Director – BE Civil (Hons) FIEAust CPEng ENGExec NER
Dion is a Fellow of Engineers Australia and is a member of the college of Leadership and Management holding the level of EngExec. He is a practicing Civil Engineer with over 20 years’ experience in project and program management, principally in road and bridge development and construction. His experience includes managing major projects throughout the project lifecycle, as well as infrastructure program management, including the management of capital and operational budgets for TfNSW, local government, and private sector businesses. He leads a team of around 40 dedicated professionals across Regional NSW.
Kylie Delaat
Office Manager
Based in our Bathurst office, Kylie provides the glue for our day-to-day operations. From timesheets to invoicing, HR to fleet management – if you want to know how to do something, or where to find something, Kylie is your key contact. Over many years her professionalism and attention to detail has underpinned our back-office operations. Kylie is also the welcoming front-office point of contact for our clients and colleagues when attending head office in Bathurst.
James Byrne
Director – BEng (Civil), MIEAust
James has extensive experience inthe delivery of major infrastructure projects working with both government and private sector clients from inception through to completion. He is an experienced project and contract manager with experience in all phases of the project lifecycle. James’ agricultural background and drive to achieve superior outcomes combined with experience and technical ability gained from working on some of the nations largest infrastructure projects positions him well to integrate and provide greater value to any project and team.
Renee Elliott
Director – CompIEAust CQP MCQI
Renee is focused on delivering technical excellence in Independent Verification and Certification, Assurance, Audit, Construction Staging and Constructability, Project, and Program Development. Renee draws on over 20 year’s site experience working within both Principal and Construction Delivery teams to drive success for clients across QLD, NSW & ACT.
Matthew Bailey-Lawrence
Director (Acting) – JP(Qual) BE(Hons) MBA MIEAust CPEng NER APEC Engineer IntPE(AUS) CQP MCQI
Matt is a Chartered Civil Engineer and certified Lead Auditor with over 30 years’ experience in successfully delivering construction and civil projects primarily with highways, roads, tunnels, and bridges and working within management, operations, verification, assurance, and technical roles. With a background working for various Tier 1 organisations throughout Australia, Matt played a pivotal role in the handover, transition and completion of Australia’s largest infrastructure project, the Woolgoolga to Ballina Pacific Highway upgrade. Matt managed quality and verification delivering 155km of highway, encompassing more than 100 bridges.
Joe Townsend
Principal – BEng, Grad Cert Business, MIEAust, MAICD
Over the last 15 years, Joe has transformed his technical skills as a Civil Engineer in Planning, Engineer, Project, Financial and Commercial Management to deliver nearly $1B of infrastructure across NSW in all sectors including Residential Subdivisions, Mining & Energy, Defence, Water, Sewage, Rail, and Road. As an adaptive, self-motivated professional Joe enjoys initiating and driving relationships, understanding, and taking controlled risk. Delivering projects across all stages his skills involve designing strategy and building capability to execute and deliver superior performance, purpose, presence, and profitability.
Luke McDermott
Principal – BEng (Civil), DipEngPrac
Luke is an experienced project manager, delivering projects up to $80M. He is a result driven project and contracts manager with a background in engineering allowing him to provide value add in any project with respect to both the technical and commercial risks on a project. Luke actively demonstrates an ability to drive successful project outcomes from the staff and subcontractors under his control. He possesses a wide range of skills including construction programming, project management, managing projects to RMS specifications, contract management to GC21 and AS2124 and personnel management of large teams.
Benjamin Beddie
Principal – BE Civil, MIEAust
Benjamin is a Civil Engineer with more than a decade of experience working on Major TfNSW Infrastructure Projects on the arterial roads in Western Sydney, to various Pacific and Princes Highway Upgrades. He has extensive multi-Tier construction experience across various Contractors’ roles on D&C Contracts, GC21 Contracts, and previous experience as TfNSW Representative on delivery partner contracts. Ben has extensive experience working on challenging Infrastructure projects across NSW with many including rail and bridge components, extensive bulk earthworks and pavements, large drainage structures and tunnelling.
Stuart Dearden
Senior Project Manager – BEng
Stuart is Civil Engineer with over 15 years’ experience leading complex construction projects for both Transport for NSW and Local Government, developing and delivering projects in excess of $200M. Stuarts commercial acumen and ability to effectively and seamlessly administer contracts ensures works are delivered in accordance with the conditions set, and that the client receives the best product. As an individual he is a driven professional experienced in managing dynamic project teams in regional areas of NSW.
Ron de Rooy
Senior Project Manager – BEng (Hons) Civil, CPEng
Ron is a Senior Project Development Manager and Chartered Engineer with over 40 years experience. He specialises in project development, stakeholder management, design review, tender preparation, and contract administration. Ron uses his wealth of experience in the development and delivery of transport infrastructure projects to identifying issues and risks early for effective management. Ron is a credit to our growing team, actively mentoring and upskilling younger members of the Western Project Services team.
Anthony Prpic
Senior Project Manager – B.ConMan (Hons), MAPM, GradCert Law, ICIOB
Anthony has over 40 years’ experience in the civil infrastructure sector in an array of project manager roles, including recent roles through with Gilgandra Shire council and TfNSW. He also spent 10 years at Tutt Bryant Group redefining the companies’ operational systems by implementing modern management systems as they evolved from a family-owned group. This role provides evidence of Anthony’s logistical problem-solving skills as a project manager to ensure multiple parts are working in a synchronised flow, to ensure projects were delivered effectively.
Judy Bailey-Lawrence

Judy is a Senior Project Manager with extensive experience working for local government by managing and delivering complex capital works infrastructure and building projects. Specialising in a broad range of arenas, particularly in Defence, Justice and Infrastructure sectors, Judy’s key strengths are in exceptional project management and collaboration with a focus on quality, safety, and program management. Judy’s conflict resolution capabilities, acute attention to detail and refined communication skills has resulted in a remarkable track-record and a transferable skill set to apply to a broad range of roles.
Peter Dearden
Senior Project Manager – BEng, BArts (Earth Science)
Peter is a professional Civil Engineer and qualified Project Manager bringing over 40 years’ experience from a variety of roles working for Department of Main Roads, Roads, and Traffic Authority, and TfNSW. Peter’s background included management and delivery of large-scale contracts, project service management, and the development of road and bridge projects such as the Parkes Bypass, Newell Highway upgrade, and the Great Western Highway upgrade. Peter’s breadth of industry knowledge and stakeholder management experience provides fundamental benefits and information-sharing amongst the team.
In addition to these core staff, WPS has a number of specialist subcontractors with whom we work on a regular basis. Each brings to our team broad ranging experience across multiple dicplines and project life cycle phases, as and when required.
